The MIRACLE Campaign (Massachusetts Immigrant health Restoration
Advocacy Campaign for Long-term Equality) is dedicated to
restoring health coverage for legally residing immigrants.
In 2003, state-funded MassHealth coverage was terminated
for 10,000 "special status" adult immigrants. "Special
status" immigrants are lawful, tax-paying Massachusetts
residents. They are non-citizens who are legally residing
in the United States but do not qualify for federal Medicaid
under restrictive federal rules enacted in 1996. These immigrants
include green card holders who have had their green cards
for less than five years, and immigrants fleeing persecution
with pending applications for asylum.
Currently, most special status adult immigrants only qualify
for emergency Medicaid (MassHealth Limited). This emergency
program does not cover many basic and chronic healthcare services.
Immigrants who have lost coverage suffer from a variety of
health conditions including heart disease, diabetes, psychiatric
disorders, and cancer.
The loss of MassHealth is devastating for these immigrants
and their families. Many of them are now without critical
healthcare coverage and must rely on more expensive emergency
care.
Cutting health care for immigrants is bad health policy and
bad fiscal policy. We need your support to restore coverage
for this population.
