It should cost at least $18 million in added state dollars
to supplement mandatory coverage for emergency Medicaid services
with non-emergency, primary, preventive and chronic care for
approximately 10,000 "special status" aliens.
The administration said it would save $15 million by terminating
non-emergency coverage for 10,000 adult special status immigrants
in fiscal year 2004.
The MassHealth budget for FY 2005 was about 11% higher than
projected spending in FY 2004 according to the conference
committee. The MassHealth budget proposed in House 1 for FY
2006 is 5.6% higher than projected spending in FY 2005.
Increasing the $15 million FY 2004 base cost for covering
special status immigrants by the overall increase in MassHealth
spending in FY 05 and FY 06 results in an estimated cost of
at least $17.6 million for restoring coverage in FY 2006.
There will be additional costs based on offering eligible
immigrants the same type of benefits as eligible citizens,
but we have not yet obtained the information from the MassHealth
agency needed to estimate these additional costs.
